The four amounts
EUR 250,000 into an innovative startup. EUR 500,000 into an Italian company or a venture fund. EUR 1,000,000 into a philanthropic project. EUR 2,000,000 into government bonds. The startup tier is the cheapest EU investor route with no real estate requirement anywhere in the table.
The flat tax changed
The flat tax regime for new residents rose to EUR 300,000 per year in the 2026 budget. If the flat tax was the reason Italy was on your list, rerun that model. Russian and Belarusian applications remain blocked.
