Residency, and the repriced tax holiday
Two different things get called Uruguayan residency and the distinction is worth money. Immigration residence is not expensive. The investor route into the foreign income tax holiday was repriced on 1 January 2026 to roughly USD 2 million.

Immigration residence and tax residence are separate acts
You can obtain legal residence in Uruguay without approaching the big number. The USD 2 million figure is the bar for electing the holiday on foreign sourced income under the new Article 24-BIS, alongside an alternative route of capitalising innovation or productive funds. Spending more than 183 days in the country also opens the holiday with no investment at all.
The old test still exists, but it no longer does what people think
The previous UI 3,500,000 plus 60 days test still creates tax residence. It no longer opens the holiday for arrivals after 1 January 2026. People who elected before that date are grandfathered. Pages that still present the old figure as the price of the holiday are describing a closed door.
Who it is for
Capital preservation rather than yield. Stable institutions, low corruption, strong rule of law. Not a comparison to Colombia so much as a different product entirely.
