The page you are reading is out of date, or the firm that wrote it is hoping you are. This is the single most common stale claim in the entire residency by investment space, and pages from 2022 and 2023 still rank for it.
The routes that remain
EUR 500,000 into a regulated fund with at least five year maturity, majority invested in Portuguese companies and no real estate exposure. EUR 500,000 into scientific research, or 400,000 in low density areas. EUR 250,000 into arts and heritage, or 200,000 in low density areas. Or job creation, ten roles, or 500,000 plus five roles.
Citizenship got materially longer
Lei Organica 1/2026 took effect on 19 May 2026 and extended ordinary naturalisation to ten years for most nationalities, seven for EU and Portuguese speaking country nationals, counted from the first residence card. Files submitted on or before 18 May 2026 remain on the old five year law. Any page promising Portuguese citizenship in five years to a new applicant is wrong.
The backlog
More than 20,000 applicants were still waiting on appointments with AIMA, with processing times reported at a record 39.6 months. Investors filed a constitutional challenge in December 2025 arguing the government reneged on the terms under which their capital was solicited.
