The number is disputed

Practice sources cite a USD 30,000 floor in real estate, business or designated agricultural and forestry projects, with certification from the industry ministry. Some registry language cites USD 50,000. Which figure binds the visa as opposed to the investment registry is not clear from the public text.

The dual nationality problem

Constitutional changes through 2025 and 2026 restrict dual nationality for new naturalisations, with an exception for Central American nationals by birth. Anyone pitching this as a cheap second passport route should be asked to address that in writing before you pay a retainer.

Political risk is the real price

Property rights enforcement, expropriation history and the current governance situation are the reasons this is priced where it is. The entry fee is low because the exit is uncertain.
